A report of actions taken by the Cartersville Board of Education
on
Monday, November 9, 1998
Call to Order

Stellar Performers
Cartersville High School: Ms. Rebecca Springer, CHS Art Instructor, is the illustrator
of a new book. The book, Bucky Roo was written by Margaret Thornton
Francis, mother of Ms. Springer and carries a Library of Congress
Catalog Number. Ms. Springer earned a degree in Art Education
from James Madison University and taught art in high schools in
the Virginia Beach School System for twelve years, and is now
in her third year as the art teacher at Cartersville High School.
Currently Ms. Springer is involved in getting the art work of
her students published. The Art Club will sponsor a calendar sale
with local points of interest drawn by CHS students. Proceeds
from the sale will go to the Linda Smith Memorial Scholarship
Fund.
Cartersville Middle School Math Team and Faculty Sponsor: Berry College Math League Competition
winners: Patrick Chesley, Dima Kouznetsov, Richard Lo, Jon Owen,
Sarah Parmenter and Casey Ward; Faculty Sponsor, Ms. Karen Clark
- 8th Math/Alg. Teacher
The Berry College Seventh and Eighth Grade Math League Competition
involved 16 different schools from several different school systems.
The competition consisted of an individual written test, individual
timed problem solving, and team problem solving. Team scores ranged
from 125 to 380. Cartersville Middle School scored 380 points
and won first place.
Casey Ward won the individual first place medal for the top individual
score in the competition. All students represented our school
and system well, both academically and behaviorally.
Business Session
Adopted the Agenda; Received presentation of System Financial
Report from Mr. Richard Dyke, Finance Director; Received presentation
of School Financial Reports from Principals; Received presentation
of the Maintenance Report from Mr. James Surratt, Maintenance
Director; Approved the Schools and System Financial Reports and
Maintenance Report as presented; Approved low bid as specified
from Technical Industries for four new data projectors at a cost
of $12,184. ; Received report of the Georgia School Boards Association
Standards Review Committee: GSBA Standards Review Committee Members
include Mr. Greg F. Davis, President, Mrs. Linda P. Benton, Vice
President, Mrs. Beth Mathison, Secretary, Dr. Harold T. Barnett,
Superintendent, Dr. Mike Bryans, Assistant Superintendent, At-Large
Appointee Mr. Jim Smith, Ward 1 Appointee Mr. Tommy Snellgrove,
Ward 2 Appointee Mr. James D. Kennedy, Jr., Ward 3 Appointee Ms.
Lynn Chason, Ward 4 Appointee Mr. Willie Everett, Jr., Ward 5

The GSBA Standards Review Committee
Report to the Board

-In response to the GSBA Standards Review Committee Report, the
Board unanimously certified that it is in compliance with the
standards and so notified the Georgia School Boards Association.

Approved Committee Recommendations

-Curriculum Committee, Mrs. Linda Benton, Chrm.: approved a Rainbows
Program curriculum which provides grief support services for K-10
age children at no cost to the system with participation being
voluntary; approved a permanent waiver of local Board Policy IHE,
Promotion and Retention, § C, High School (Grades 9-12), as submitted
by Cartersville High School administration on behalf of high school
students presently and in the future who are similarly adversely
affected - due to no fault of their own - and due to the higher
than normal number of Carnegie Units required for classification
to be considered a freshman, sophomore, junior or senior.
Information: a student may transfer to CHS after having completed
six Carnegie Units from the high school from which they transfer.
Even though the student passed all six classes all year, they
would be classified as a freshman for their second year since
Policy IHE, § C, requires a minimum of seven Carnegie Units to
be considered a sophomore. Likewise, a student may transfer into
CHS after having completed twelve Carnegie Units (2 years with
no failing grades) from the high school from which they transfer.
Even though the student passed all twelve classes during the two
year period, that student would be classified as a sophomore at
CHS for another year at CHS since Policy IHE, § C, requires a
minimum of fourteen Carnegie Units to be considered a junior.
This waiver is intended for transfer students not to be punished
for earning all the Carnegie Units they could have earned - with
no failing grades - and being required to repeat the grade classification.
This waiver is not applicable to transfer students who fail one
or more Carnegie Units prior to entering CHS.

The Board elected to go into Executive Session for the purpose
of personnel discussions.
The Board elected to return to Open Session.

is satisfactory to the Superintendent:
